Dr. Robert Waters served as the Vice President for Experiential Programming and Partnerships for the Association of Governing Boards of Colleges and Universities (AGB) from 2019-2021. In this role, he oversaw the development of AGB’s many renowned educational events, institutes, and workshops. He also helped to foster AGB’s external partnerships by facilitating multi-stakeholder dialogues and conceiving new and innovative means of collaboration between governing board members, campus leaders, and business and non-profit entities.

 

Previously, he has served as dean of the School of Graduate Studies at Excelsior University from 2018 to 2019, and dean of the School of Public Service from 2014 to 2018. In these roles, he was the chief academic and administrative officer for the school, representing it college-wide and to external constituents. He was also responsible for the recruitment and retention of a qualified and diverse faculty, as well as, student advisement and activities that support student satisfaction, and success. He continues to serve as a member of the graduate faculty at Excelsior.


From 2012 to 2013, he served as vice president for Academic Affairs and chief academic officer at the Institute for Shipboard Education (Semester at Sea) where he recruited faculty members, managed core curriculum, and assisted in the development of new programs. From 2001-2012, he served as associate vice president for academic affairs and special assistant to the president at the University of Maryland, College Park. Dr. Waters was also an Affiliate Assistant Professor in the Department of Education Leadership, Higher Education and International Education in the College of Education and a member of the graduate faculty. Dr. Waters has also held administrative and teaching positions at the University of San Francisco and Spelman College, and has served as assistant to the mayor of Philadelphia, Pa.


He earned the Bachelor of Arts, Economics and American Studies from Eckerd College, Master in Public Policy from Harvard University, and Doctor of Philosophy, Administration and Policy Analysis, Stanford University. Dr. Waters served as a Fulbright Scholar, Chiang Mai University, Thailand, 2010-2011.
